Urban Governance: Why Gender Matters

This paper explores gender issues as they relate to participation in urban governance, government responsibility and civic engagement. It advocates an increase in women's participation in the full spectrum of human development, as well as the fostering of gender awareness and gender competence among both women and men in the political arena.
