Elections and Quotas

The right to vote and the right to stand for election are two fundamental tenets of democracy. Notably, many countries did not afford women the right to vote until the 20th Century. Even today, universal suffrage is not a given right in all countries, and women often face obstacles that undermine their participation in political and electoral processes.

Such obstacles can be political in nature, specific to the electoral system in use or a lack of a given political party’s support for female candidates. Obstacles can also be socio-economic, such as poverty, unemployment and lack of education, all of which result in an inferior social standing and affect women’s financial ability to engage in politics. Other obstacles can be of an ideological nature: Cultural norms, fixed gender roles, the lack of confidence among women to engage in politics and media portrayal of women in politics all have an influence on women’s participation.

There are various ways to support women in overcoming these obstacles. Such methods include revising the electoral system used, applying affirmative action mechanisms such as quotas, improving voter education for women and training political candidates. These are a few of the modes available to strengthen women’s political participation.

National Elections and Women Candidates in Solomon Islands: Results from the People’s Survey

A striking feature of elected governments in Solomon Islands is the general scarcity of women. Although some community elders are women and women have achieved senior positions in the public service and civil society, very few women have been elected to provincial governments and only one has ever won a seat in the national Parliament. Prior to the 2006 and 2010 national elections, various donors and local organizations made substantial efforts to educate communities in the concept of democracy, civic rights and the importance of voting independently for the candidates most likely to provide good governance (Alasia, 2008: 119-126; Transparency International, 2010). They also helped to encourage, organise and support women candidates and in the 2010 election women contested 21 of the 50 seats. Despite this, women candidates received only 4% of the vote in the 21 seats they contested. Not a single woman won office or even came close to receiving most votes in the seats they contested. The majority of women candidates were among the least successful.

This paper explores data on Solomon Islanders’ perceptions of the role of an elected Member of Parliament (MP), their experience of elections and their perceptions of women as leaders. The data are drawn from the People’s Survey (RAMSI, 2007, 2008, 2009 and 2010), which has been conducted annually since 2007 to inform evaluations of The Regional Assistance Mission to the Solomon Islands (RAMSI) and to provide feedback to the Solomon Islands Government and the community.

Consolidated Response on Experiences in Implementing Parity Laws to Improve Women's Political Representation

The adoption of the parity law in Senegal is an important step on the way to increased political participation and equal political representation of women.  Senegal’s women were rightfully proud of this landmark achievement, but other countries’ experiences with parity laws show that there is long road between the adoption of such laws and their effective implementation. 

This consolidated response will detail how parity laws have been implemented elsewhere, what aspects of their implementation bring most difficulties, and how such potential stumbling blocks could be overcome.  It will focus in particular on current developments in the Arab states, where the recent revolutions have led to the revision of certain political and electoral systems.  

Empowering Women for Stronger Political Parties

How women participate in political parties – and how those parties encourage and nurture women’s involvement and incorporate gender-equality issues – are key determinants of women’s political empowerment. They are also key to ensuring gender-equality issues are addressed in the wider society. If strategies to promote women’s involvement in the political process are to be effective, they should be linked to steps parties can take across the specific phases of the electoral cycle – the preelectoral, electoral and post-electoral phases – and to the organization and financing of the parties themselves. 
 
The most effective strategies to increase women’s participation in political parties combine reforms to political institutions with targeted support to women party activists within and outside party structures, women candidates and elected officials. These strategies require the cooperation of a variety of actors and political parties from across the political spectrum.
 
The Guide identifies targeted interventions that political parties can take to empower women. It is structured according to four phases, following an electoral cycle approach.

Support for Local Government: Policies, Empowerment and Gender Mainstreaming - DGTTF Southern-Sudan

The Comprehensive Peace Agreement signed in 2005 created the new autonomous Government of Southern Sudan [GoSS]. The GoSS was required to establish in-stitutions and processes of governance including at the local level, with no pre-vious experience in government and in an environment characterized by the tribal nature of its traditional social or-ganization, identity and culture.

This document details the DGTTF projects launched in South-Sudan, including Project II: Strategy for mainstreaming gender em-powerment in local government.  

Sierra Leone Query: Experiences with Sequencing PAR Reforms and Electoral Cycles

This report aims to assist UNDP/Sierra Leone in formulating strategies to reform different aspects of civil service, as it heads into upcoming elections. It begins with a discussion of the types of civil service reforms that may be useful, and methods of implementation. It was difficult to find examples of experiences correlating PAR reforms and electoral cycles.  However, we did find examples of reform programmes from a number of countries.  These programmes tend to be implemented over a minimum of four (4) years; at which time the country has often undergone some type of major election.  

The overwhelming trend across the international reports found seems to point towards avoiding election times when it comes to civil service reforms. Reforms in other countries have begun either before or after elections, but do not tend to be heavily implemented during election time frames. Although civil service reform is the main topic of the report, it would be difficult to have meaningful reforms without legitimate leadership, chosen through democratic elections. Because of the difficulty in maintaining fair elections in the past, it seems that electoral reform is a necessary precursor to civil service reform, especially given the temporal proximity of the next elections.

The report concludes with observations and questions for further study, which may aid UNDP/Sierra Leone as it attempts to reform civil service and public sector laws, while anticipating upcoming elections.

Parliaments: The Gender Dimension

This two-pager highlights UNDP's take on parliamentary development, discussing in particular the importance of the gender dimension and the need to get more women in parliaments.  The paper provides more information on UNDP's work in this field and offers references and resources for further reading.  

The Role of Parliamentary Committees in Mainstreaming Gender and Promoting the Status of Women

As part of its efforts to strengthen the capacity of parliaments to promote gender equality, the IPU convened a seminar for members of parliamentary bodies that deal with gender matters. The seminar, on The Role of Parliamentary Committees in Mainstreaming Gender and Promoting the Status of Women, was held in Geneva from 4 to 6 December 2006, and brought together over 100 parliamentarians and parliamentary staff from 36 countries.

This report serves not only as a record of the event, but also as a practical tool for parliaments and their members to pursue efforts to mainstream gender equality in their work. Whether it is through specialized parliamentary bodies on gender equality, or through conventional committee structures, parliamentarians are well placed to ensure that legislative outputs address the needs of all sectors of society. We hope that you draw inspiration from this report for your future work.

The Arab Quota Report: Selected Case Studies

Debates on women’s issues and gender relations in the Arab region have been going on for some time now. Such matters are often the most difficult to resolve and, in this age of economic and cultural globalization, they continue to create the same paradoxical situations as they did during the colonial era more than a century ago. To complicate things further, these debates frequently lead to accusations and counteraccusations about cultural authenticity and the degree to which attempts to improve the status of women are indigenous or foreign. Within this environment, Arab women, sometimes assisted by their governments and leaderships, have been trying to pave the way for their political participation.

This paper first summarizes the socio-political and economic situation in the region. It then moves on to a discussion of the political status of Arab women, highlighting their representation in legislatures. The third section looks at the key challenges that confront Arab women who wish to enter the political domain, and the final section focuses on some of the opportunities on offer and the mechanisms that have been employed successfully to enhance women’s political participation.

Electoral System and Quotas in Nepal

The Women and Constitution Building Initiative in Nepal was initiated (June 2008) in the spirit of a newly formed Constitution Assembly (CA) which saw the election of a high percentage of women. International IDEA, together with its partners, identified a need for a greater understanding of how a constitution affects women’s lives and how women can contribute to the process of making a new constitution. Strategies were needed to support the creation of an inclusive political environment in a crucial period of Nepal’s history.

The discussion paper topics are identified by a national group of experts. These focus on the following topics: agenda setting, rules of procedure, electoral quotas and participation. Expert groups with the ability to draw on international expertise are established at the national level.
The member represents CA members, political parties, lawyers, civil society and academicians.  These groups both draw on and inform International IDEA’s gender work.

Designing for Equality: Best-fit, medium-fit and non-favourable combinations of electoral systems and gender quotas

This publication provides an overview of the ‘fit’ of the various electoral systems with different kinds

of quota and thereby assesses how increased women’s representation can be achieved under different combinations of electoral systems and quotas. It aims to serve as a reference tool for all those who work to increase women’s representation in politics.
