This document contains the reports from four panels featured in the seminar, "Emerging Issues in Asia," held in April 1999. These panels focused on effective strategies for human rights and legal reform; the participation of women in politics and other sectors of society; governance reform in the aftermath of the Asian economic crisis; and the current security challenges in Northeast Asia.
