Resumen: 

The 56th Commission on the Status of Women was held from 27 Feb - 9 March 2012 in New York City. Every year the iKNOW Politics team participates at side events and plenaries to capture the stories of women in politics. The Priority theme for this year was "The empowerment of rural women and their role in poverty and hunger eradication, development and current challenges". The Review theme was "Financing for gender equality and the empowerment of women (agreed conclusions from the fifty-second session)". The Emerging issue this session focused on "Engaging young women and men, girls and boys, to advance gender equality".

27th Feb: US-China panel on Rural Women and Sustainable Development

This side event featured an impressive panel including UN Women Executive Director Michelle Bachelet, US Ambassador at Large for Global Women's Issues Melanne Verveer, China Ambassador to the UN Wang Min, All China Women's Federation VP Weng Xausi, Fiji Minister for Poverty Alleviation, Women and Social Welfare Jiko Loveni, and Uganda grassroots leader Joyce Nangobi. Participants discussed the importance of including rural women in decision making to foster innovation and sustainability in development. They also stressed the importance of multilateral cooperation in advancing rural women and sustainable development. Ms. Bachelet concluded the event by noting that the political and economic gender gap are the biggest barrier for improving sustainable development.

27th Feb: UNDP and Huairou Commission panel on Women and Corruption

The event featured presentations from Uganda Community Based Assoc for Child Welfare and Union of Women's Producer Cooperatives Las Brumas Nicaragua who had conducted the survey research in their home countries. The research found that poor and rural women are disproportionately impacted by corruption because their needs are high and resources are low. Both panelists recommended training for women on how to combat corruption. The event was packed and comments from the crowd focused on complimentary not competitive efforts to fight corruption by grassroots, national and international bodies. Winnie Byanima of UNDP concluded by saying election corruption silences voice of the poor and this study says women have the agency to fight it but need the resources.

28th Feb: Engaging Young Women and Men in Advancing Gender Equality

This side event was hosted by the European Union delegation to the UN. Minister of Equality of Ireland Kathleen Lynch , Portugal Secretary for Parliamentary Affairs & Equality Teresa Morais, European Women's Lobby Board member Viviane Teitelbaum, Minister of Gender Equality of Denmark Manu Sareen, and Ioannis Vrailas of the EU Delegation gave comments on country efforts to target youth via education curriculum and other means to enhance cultural awareness of gender equality. Many panelists commented on the need to have individuals dedicated to gender equality in positions of leadership to spearhead programs and make progress. iKNOW Politics live tweeted this event.

29th Feb: IPU side event Empowering rural women: What role for parliaments?

IPU president and Speaker of the Moroccan Parliament Abdelwahad Radi, Ms. Bachelet of UN Women, Winnie Byanima of UNDP, Lenita Freidenvall of Stockholm University, and Ms. Fernandez of the Ecuador National Assembly discussed the role of parliaments, legislation, and implementation in advancing gender equality and empowering rural women. Ms. Bachelet made a call to action for parliaments to turn "words into action" to monitor and implement policies to support women. Ms. Byanima highlighted the role of parliament, civil society and political parties working together to empower women and address issues of importance to women.

29th Feb: NDI and UNDP launch new guide on Empowering Women for Stronger Political Parties: A Good Practices Guide to Promote Women’s Political Participation

iKNOW Politics attended the reception held to launch the new NDI and UNDP publication sharing good practices to promote women's political participation by building strong political parties. "Parties that take women’s political participation seriously benefit from stronger electoral positions, access to new groups of voters and stronger relations with their constituents"

1st Mar: Inter-Parliamentary Union (IPU) side event on "Women in politics: latest trends"

iKNOW Politics presented the work of the network in the Middle East and North Africa and particularly reflected on the gains made in perception of women as political actors during the revolution. The project also reflected on the challenges in the insititution building process that women today face, particularly in the face of on-going violence and exclusion. The presenters included: Piyoo Kochar, Project Manager-iKNOW Politics; Roberta Blackman-Woods, Member of Parliament - UK; Maria del Carmen Quintanilla Barba, Member of Parliament - Spain; and the session was chaired by Margaret Mensa Williams, Member of Parliament - Namibia. The discussion was lively and saw women parliamentarians from around the world exchanging ideas and experiences of how they use ICT and manage expectations and communication from social media.

5th Mar: International IDEA Launch of A Practical Guide to Constitution Building

iKNOW Politics participated in the launch event of IDEA's practical guide to constitution building. the discussion focused on the rapid changes over the past year that have called for democratization in countries across the globe, not least in the West Asia and North Africa (WANA) region. One of the core elements of the advancement of democracy has been the initiation of processes of constitutional change in the world. The presenters were from Egypt, Benin, Sweden and South Africa. The experts presented their experiences with constitution building processes in their countries and answered questions on:

  • What are the key constitutional concerns in democratic development and current constitutional processes?
  • What can past experiences of constitutional change tell us about current processes? What is the appropriate role for international organizations?
  • How can they maximize their capacity to best support democratic constitutional change, while respecting the fundamentally national nature of constitutional change processes?

6th Mar: International IDEA Side Event on the Commitment of Political Parties to Gender Equality:

This event was attended by international development actors, women politicians, civil society actors and participants from the CSW. The focus of the discussion was to highlight the case studies that were commission by International IDEA. International IDEA commissioned an analysis of political parties’ policy documents from a gender perspective. The review covered 36 countries in Africa and 3 in Asia. The researchers presented findings from India, Nigeria and Morocco.

The main conclusions of the roundtable included:

  • Even though political parties promote women’s political empowerment in their campaign manifestos, these promises are hardly ever met. This is because most political parties have not yet incorporated gender equality into their policy documents. They are lacking in party rules and regulations for identifying, selecting and nominating women candidates for leadership positions within the party and other positions of power and decision making.
  • Institutions such as constitutional courts, electoral management bodies and electoral tribunals, as well as political party registrars and monitoring agencies have a significant role to play in enforcing the legal and policy provisions related to political participation and the representation of women.
  • Public funding of political parties needs to be linked to the implementation of gender balance and gender-equality policies in parties.The political culture tends to be patriarchal in nature: one where hard power, the ability to attack and defeat opponents through aggressive rhetoric and actions, instead of intelligent arguments and deliberation, the lack of women power brokers and political leaders, all negatively affect the opportunity for women to pursue successful electoral campaigns.
  • Data on political parties’ compliance with national and international commitments for gender-equality and women’s empowerment should be publicised so that the electorate can take this information into account when deciding on their electoral choices.

8th Mar: UNDP & iKNOW Politics joint screening of Film "Women of my country, Women to reckon with"

The role of women in Tunisia has been a controversial issue throughout the transitional period, with some fearful that they would lose precious rights from the previous era, and others arguing for a return to traditional values. The film pays tribute to the women who were at the forefront of the revolution in Tunisia and competed for a seat in the country’s first free and democratic national elections on 23 October 2011. The film highlights the path of 5 Tunisian women from across the political spectrum who share their experience of the campaign, speak out for their rights, express their hopes and fears regarding entering politics, and their aspirations for the future.


International Women's Day 2012 & Our 5th Anniversary

iKNOW Politics turns 5 this year and we mark the 101st International Women's Day. We continue in our mission to support women's political participation with our five partners, International IDEA, Inter Parliamentary Union, National Democratic Institute, UNDP and UN Women.

Over the last five years we have been supported by our generous donors, the Belgium Ministry of Development Cooperation; Irish Aid; the Government of Norway; the Swedish International Development Cooperation Agency; the Ministry of Health, Social Policy and Equality, Governement of Spain; United Nations Democracy Fund (UNDEF); the National Endowment for Democracy and Glamour magazine. We thank them for their continued support.

The recent launch of 2012 Women in Politics study by IPU and UN Women on 2 March 2012 at the 56th Commission on the Status of Women in New York City reveals the current status of women in leadership positions. New research shows progress in the number of countries with women as head of government, head of state or both. Today the number stands at 18 out of 193 countries.

  • The percentage of women ministers has also increased, though modestly, from 14.2% in 2005 to 16.7% in 2012
  • The global average of female parliamentary representation stood at 19.5% in 2011, going up only slightly from 19% in 2010.

Attaining 30 percent of women in parliament is a target in the Beijing Platform for Action from the Fourth World Conference on Women. We know that temporary special measures, such as quotas, accelerate women’s participation in politics. Out of the 59 countries holding elections in 2011, 17 of them had legislated quotas. Women gained 27 percent of parliamentary seats in these countries compared to 16 percent in countries without quotas.

iKNOW Politics continues to be a pivotal knowledge network that not only provides access to over 5000 resources, but connects women leaders around the world and highlights the positive stories of women leading the changing nature of politics.

This International Women's Day we renew our mission to give voices to women's political journey's while enabling them access to information and resources that builds their capacities to not only reach the "crucial" mass needed in politics but also become effective leaders pushing the agenda for women's rights.

We have had the opportunity to become part of women politician's lives through these 5 years and are proud to share some of the stories with you on our 5th anniversary!

From 6 to 13 February 2012; iKNOW Politics has attended two meetings of the NDI Mali. The first (February 6-10) was the workshop of the West African Network for Electoral Observation (WAEON). iKNOW Politics attended the first day of the meeting to take stock of the political participation of women in Mali. The second activity, which took place from February 13-14, was the training of Trainers. This meeting aimed to train 50 trainers who will be deployed across Mali to train 1000 observers. iKNOW Politics has worked on developing observers tools’ to ensure gender was taken into account. 

Some participants have registered on iKNOW Politics, they received the iKNOW Politics brochures and other promotional materials.


Iknow Politics attended the Change Your World!—Yahoo! Business & Human Rights Summit on Women, Technology and Social/Digital Media

The event, took place in Cairo 18 January 2012, was organized by Yahoo! Business & Human Rights Program, Yahoo! Maktoob, in partnership with Vital Voices, under the banner of "Change Your World!"

The summit brought together women in leadership roles from across the MENA region, to discuss how women can use technology and the web to drive positive change.

iKNOW Politics was presented in the panel of “After the Revolution: Elections and e-governance” which discussed the key roles of women in the creating change across the MENA region.

The panel discussed how is women leading in the post-revolutionary world? How are technology, the Internet and media being used as platforms for launching campaigns, creating consensus, becoming political leaders, and supporting good governance? What advice or strategies would women who have run give to those waiting in the wings?

iKNOW Politics was highlighted as an online platform that connect women in MENA together and with other women in politics in the different regions in the world; with members exceeding 13000 from those regions who exchange information and knowledge in this important subject.

Resumen: 

From December 8 to 9, iKNOW Politics attended the Meeting of Gender Focal Points in West and Central Africa.  

Cuerpo: 

Theworkshop aimed to map out best practices in the region and identify more effective strategies for gender mainstreaming to ensure visible and consistent impact at the country levels in the coming years. About 30 gender focal points coming from 24 different countries took part to the workshop. At the end of the meeting, a document on key action points on lifting gender mainstreaming impact from good to great was elaborated. iKNOW Politics was presented to the audience, brochures and other promotional material as pens and T-shirt were disseminated.

Background:

The International Knowledge Network of Women in Politics (iKNOW Politics) is a joint Project between UNDP, UN Women, IDEA, IPU and NDI. iKNOW Politics, is designed to increase the number and effectiveness of women in political life by utilizing a technology enabled forum to provide access to resources, expertise, dialogue, and knowledge creation on women’s political participation.

Despite some encouraging data and statistics on women’s participation in politics, women still lack access to political leadership opportunities and resources at local, national and regional levels. In order to provide a mechanism to share best practices on women’s political participation and leadership, UNDP, UN Women, NDI, IPU, and IDEA established a global knowledge network for women in politics (iKNOW Politics). iKNOW Politics brings together women involved in politics around the world in order to gain access to valuable resources and advisory services, share interests and experiences, participate in training and development, network and collaborate on issues of interest. Network members have access to a cadre of experts and practitioners that can advise candidates and elected officials on how to develop and implement successful campaign and lobbying strategies with the goal of getting more women involved in politics. 

The use of Information and Communications Technology (ICT) for Development can play a catalytic role in the achievement of key development goals. By providing innovative solutions to existing traditional challenges and gaps, ICTs can be strategically deployed to tackle some of the most burning issues on a large scale and at relatively low cost per beneficiary. However, an exclusive focus on the so-called “digital divide” will not help advance this agenda. iKNOW Politics bridges this gap through the online network connecting members in 4 languages and providing a host of resources and features to facilitate global knowledge creation on supporting political participation.

Duties and Responsibilities:

Objective:

Under the supervision of iKNOW Politics Project Manager, the consultant will identify the resources from library and online platform to develop the network for supporting women in politics.

Specific Tasks - The consultant is expected to undertake the following tasks:

  • Support iKNOW Politics project manager in order to maintain the iKNOW Politics website (daily updates, respond to queries)
  • To develop on-line and multi-media tools and features for the network to facilitate greater knowledge sharing.
  • To facilitate the compilation and dissemination of iKNOW Politics e-discussions and consolidated responses
  • Support the development of pilot projects to enhance use of social media and information communication technologies to support women
  • Support the work of the iKNOW Politics project manager in the creation of knowledge products that display best practices and lessons learnt, thereby further stimulating both the use of existing knowledge and further interaction between the members and experts on women’s political empowerment
  • Conducting research and collecting knowledge material on women’s political empowerment
  • Work on diverse databases relative to women political empowerment to further develop dynamic discussions on the iKNOW Politics website.
  • Prepare quarterly newsletters in consultation with the project manager and the regional coordinators
  • Undertake any other related tasks at the request of the Supervisor.

iKNOW Politics partners presented the video “Breaking New Ground: Testimonials from Women Politicians in Latin America”

Resumen: 

On October 25th, the event “Breaking New Ground: Testimonials from Women Politicians in Latin America” took place in Lima, Peru, at the Hotel Sonesta.

Cuerpo: 

The purpose of this meeting was to disseminate the International Knowledge Network of Women in Politics (iKNOW Politics) as a key tool to empower women who participate or wish to participate in politics.  The event also served to present a testimonial video produced by iKNOW Politics that highlights the profiles and careers of nine women politicians in Latin America from the countries of Guatemala, Argentina, Costa Rica, Colombia, Peru, Bolivia, Brazil, Mexico and Ecuador.  In the video, each woman interviewed shares her own personal experience in getting involved in politics and her view of the challenges women face in her country when participating in politics.

Three of the video’s protagonists attended the event, including Peruvian Minister of Women Aída García Naranjo, Guatemalan deputy Otilia Lux de Cotí and Natalia Arcila Cortés, Conservative Party member of Antioquia, Colombia.

The event’s opening panel members were Minister Aída García Naranjo, Kristen Sample (International IDEA’s head of mission for the Andean region and regional coordinator for democratic, development and gender affairs) and Rossana Andía (iKNOW Politics regional coordinator for Latin America and the Caribbean).

For the panel “The difficult path toward recognition and representation: A few experiences,” participants included Bethsabé Andía, the program and project coordinator in Peru for the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) and guest politicians Otilia Lux de Cotí and Natalia Arcila Cortés.

After the panelists’ presentations, a debate was held between them and the attendants.  The topics that surfaced included issues such as: strategies to avoid political corruption, promoting parity, public policies that encourage women’s participation in politics, the relationship between space-city and women’s political participation, quotas for indigenous women, women’s role in decision-making positions and management, public affairs agendas, human rights in Colombia, armed conflict and gender violence, caps on women’s participation in politics: material resources (individual capacities, structural flaws or affirmative action?), gender, race and women’s political participation.

The conclusions were presented by Luis Nunes, primary technical specialist at the National Democratic Institute for International Affairs (NDI).  Throughout the course of the event, Pilar Tello, coordinator for International IDEA’s gender training and educational programs in Peru, served as the master of ceremonies.

The attendants – some 150 people – were mostly women political party members, activists, and past and present members of Congress.  All participants were given a folder containing a printout of iKNOW Politics’ Consolidated Responses and Virtual Debates, as well as a description of the Network members and the event’s panelists.  A document on the Network’s background and other useful information on global, regional and national data on women’s participation in politics and areas of power were also included.

The attendants who had email addresses were able to participate in a guided registration to the iKNOW Politics website in Spanish, leading us to have some 30 new members.

On September 19, the week of candidate school began with the official launch of iKNOW Politics; an online platform to support women’s political participation around the world. Over 250 women attended the launch, the largest event held by iKNOW Politics in Africa.

Marie-Ange Lukiana, the Congolese Minister for Women and Families, opened the event with a rousing speech that called on women to take their place in Congolese political life.  « In this campaign we do not want to see any woman attacking another » declared the Minister to loud applause.  

The audience was very enthusiastic, at one point chanting « Solidarité avec les femmes du monde entier» (women solidarity, around the world) and encouraging one another across party lines.

iKNOW Politics in the International Seminar "Political Communication and New Information Technologies"

Resumen: 

In order to exchange experiences on congressional work in gender in Latin America and the use of new technologies in these endeavours, International IDEA and UN Women held an International Seminar on 13 August in Lima to address the progress achieved in this field as well as the agenda ahead.

The seminar also analysed strategies in order to improve communication channels between elected representatives and citizens through the use of new information technologies.

Invited as international guests were Ecuadorian Assembly Member María Paula Romo, former Uruguayan deputy Beatriz Argimón, former Spanish deputy and current UN Women advisor Begoña Lasabagaster, and Ricardo Castillo, Venezuelan expert in communications at George Washington University.

Representing Peru, Congress Members Luz Salgado, María Magdalena López and Aurelia Tan (Fuerza 2011), Julia Tévez and Rosa Mávila (Gana Perú), and Esther Capuñay (Solidaridad Nacional) participated in the seminar.

The seminar included a presentation from iKNOW Politics, which stressed the importance of the network to the work of women parliamentarians.

iKNOW Politics was presented during the High level meeting on African EMBs on Transformative and Gender Sensitive Elections Management in Mbodieng, Senegal from July 26 to 30

The High-Level Meeting of African Heads of EMBs contributed to build the capacity of elections practitioners to develop a transformative and gender sensitive approach to electoral management. The meeting was the starting point for the community of practice EMBs in Africa, a space for experiences sharing and knowledge updating on electoral management and gender in Africa. Further, participants had collected information for the elaboration of guidance for a transformative gender sensitive electoral management in Africa. iKNOW Politics created a discussion circle dedicated to EMBs and gender in both French and English
