These guidelines draw on the lessons of experience and incorporate illustrations of improved efficiency, effectiveness and coherence in development co-operation. The topics covered are of particular relevance to the design and implementation of locally-owned strategies for sustainable, people-centered development. A final chapter relates gender equality to other economic, social and environmental goals in the development co-operation agenda for the 21st century.
