Kazakhstan: women seek equality in public decision making

Summary: 

Men still hold most of the power in Kazakhstan, despite a commitment by the government that women will hold 30 percent of decision-making roles at all levels of government by 2016. 

Only 11 percent of parliamentarians are female. And while women make up 58 percent of the civil service — and about 52 percent of the population — less than 9 percent of them hold high-level positions. In local governments, 10 percent of decision-making positions are held by women.

52 candidates competeing for 16 Senate seats have been registered as of end of July for the August 19 election. The total number of contenders, both registered and unregistered, was 96. Only 4 candidates were women.

Description of government structure:

  • Chief of State: President Nursultan Nazarbayev
  • Head of Government: Prime Minister Karim Massimov
  • Assembly: Kazakhstan has a bicameral Parliament consisting of the Senate with 39 seats and the House of Representatives (Mazhilis) with 107 seats.

Description of electoral system:

  • The President is elected by simple majority vote to serve a 7-year term.
  • The Prime Minister is appointed by the president with the approval of the Parliament.
  • In the Senate, 7 members are appointed by the president to serve 6-year terms and 32 members are indirectly elected by regional legislatures to serve 6-year terms*. In the House of Representatives (Mazhilis), 98 members are elected through a closed-list proportional representation system to serve 5-year terms and 9 members are appointed to serve 5-year terms.**

* In the Senate, 7 members are appointed by the president and 32 are indirectly elected by oblast-level government bodies, all to serve 6-year terms.

** Under Election Law enacted in June 2007, 98 of the 107 Majilis deputies are elected via a proportional system. The PR tier is one, nationwide district with a seven percent threshold. The remaining nine deputies are chosen by the Assembly of the People of Kazakhstan, an unelected body containing 364 members formed by the President of Kazakhstan.

Kazakhstan: President calls for more women in politics

Kazakhstan President Nursultan Nazarbayev called on his government on Saturday to broaden the role of women in the political life of his country.

"I instruct the government, together with the Presidential administration and the national commission for women's affairs, the leadership of the Nur Otan Party, to form a concrete plan effective to 2016 for the promotion of women in taking decisions," he said at the first women's congress in the traditionally male-dominated Central Asian country.

Kazakhstan: Three female candidates to run for Kazakh presidency

Summary: 

Another woman has joined the presidential race in Kazakhstan, becoming the third female candidate to stand against the country's long-serving leader Nursultan Nazarbayev.

Meyramkul Kozhagulova, 50, registered for the April 3 polls on Friday. Her other female rivals are Maya Karamayeva, 54, and Guldana Tokbayeva, 57, the Central Election Commission said.

Another woman, Zaure Masina, earlier announced her plans to run for the presidency, but later withdrew from the polls without explaining her reasons for the move.

So far, a total of 16 candidates have registered for the polls. Two candidates were refused registration after they failed a Kazakh language test. The nomination period will end on February 20.
