J.Jayalalithaa a unique leader noted for her marked sagacity and intellectual political thinking is the ruling Chief Minister of Tamil Nadu (TN) a southern state in India and holds the post of the General Secretary of the All India Anna Dravida Munnetra Kazhagam (AIADMK).
The Chief Minister who released a Vision 2023 Document has vowed to make the State of Tamil Nadu ‘ Numero UNO ‘ in India and also a top and attractive destination for investment in Asia.
Quoting the French writer Victor Hughes that “ No power on earth can stop an idea whose time has come “ Jayalalithaa added that the emergence of Tamil Nadu ( TN)as a Major Economy in the next 11 years happens to be one such idea.
Her Vision 2023 comprises of ten concrete themes which would take the state on a high growth ‘Trajectory’ at an investment of Rs 15 lakh crores in the next eleven years. It is also aimed to serve as the comprehensive roadmap for Tamil Nadu’s overall development.

- 1) PROSPEROURS AND PROGRESSIVE :
Tamil Nadu (TN) will be amongst India’s most prosperous states by 2023, achieving six-fold growth in per capita income over next 11yrs, to be on par with upper middle income countries globally.
- 2) INCLUSIVE GROWTH:
TN will exhibit highly inclusive growth pattern-it will largely be a poverty free state with opportunities for gainful and productive employment besides providing care for disadvantaged.
- 3) HEALTH FOR ALL:
TN will be India’s leading state in social development and will have highest
Human Development Index amongst all Indian States. Ambitious goal - for key parameters such as, crude birth and death rates.
- 4) WORLD CLASS INFRASTRUCTURE :
TN will provide best infrastructure services in India in terms of universal access to housing, water and sanitation, energy, transportation, irrigation and education among others.
* 5) INVESTMENT CLIMATE: TN will be one of the preferred investment destinations in Asia and the most preferred in India with a reputation for efficiency and competitiveness.
* 6) HUB OF INNOVATIONS: TN will be known as the innovation hub and knowledge capital of India, on the strength of world-class institution n various fields and best human talent.
* 7) PEACE AND PROSPERITY : TN will ensure peace, security and prosperity for all citizens and business enabling free movement and exchange of ideas ,people and trade with other Indian states and rest of the world.
* 8) NATURING NATURE: TN will preserve and care for its ecology and heritage.
* 9) TOTAL COVER : TN will actively address the causes of vulnerability of the state and its people ,due to uncertainties arising from natural causes, economic downturn and other man-made reasons and mitigate the adverse effects.

Transparent Governance- that ensures progress, security and equal opportunity to all stakeholders.
As a Chief Minister vested with unusual will power Jayalalithaa said “ Considering the fact that several Asian nations have growth rate at 10% per annum, the aspiration for Tamil Nadu to achieve 11% growth is achievable “.
