This report compiles the speeches and presentations made during the seminar entitled, "Parliament and the Budgetary Process, Including from a Gender Perspective," held in Manila, Philippines in July 2002. The seminar discussed themes such as budgetary processes, gender budgeting, the role of the auditor, and issues of accountability and transparency. It also focused on effects of the Asian economic crisis and the ways to strengthen institutions to minimize the effects of economic destabilization in the future.
