In Discussion on Gender and Decision-Making, Only One Gender Represented

Glancing around the room, it seemed that the Feb. 24 event that NDI’s Gender, Women and Democracy (GWD) team put on had a great turnout. About 60 people from the federal government, academic institutions, multilateral organizations and NGOs were present. Despite the impressive attendance, one startling detail caught my attention as everyone took their seats: nearly everyone was a woman – there was one man on the panel and only two male guests in the audience. This, to me, spoke volumes about the state of the movement for women’s empowerment and gender equality.

The National Democratic Institute for International Affairs (NDI) seeks a seasoned Program Manager/Senior Program Manager with strong staff and program management and writing skills to support the Institute’s democratic development programs in Southern Africa, particularly Botswana, Malawi, Namibia, South Africa, Zambia and Zimbabwe. Experience managing USAID funded programs is highly desirable. This position will report to the Southern and East Africa Regional Director and Deputy Director, and is based in Washington, D.C.

In Sub-Saharan Africa, where women hold just 23 percent of the seats in national parliaments and there are only three women heads of state, Catherine Samba-Panza, president of the Central African Republic (CAR), is an inspirational figure. Her position as the first female president of a Francophone country is a powerful symbol for African women, showing they can succeed even in countries where armed conflict, corruption and inequality have been the norm.

A new background paper from the World Bank written by Susan Markham, NDI’s director of women’s political participation, examines the status of women in politics and makes the case for the full and equitable participation of women in public life. The paper, entitled Women as Agents of Change: Having Voice in Society & Influencing Policy, reviews existing data, identifies the barriers that prevent women’s political participation and analyzes strategies that have been used to increase it.

In 2011 the National Democracy Institute (NDI) released Democracy and the Challenge of Change: A Guide to Increasing Women's Political Participation, a guide for democracy practitioners to help them develop and carry out effective programs to bring more women into government and politics. Building on this publication, NDI conducted research in three regions of the world in order to create complementary training materials and a companion training manual that staff and partner organizations can use in country.

On August 6, National League for Democracy (NLD) leader Aung San Suu Kyi visited NDI's new Parliamentary Resource Center (PRC) in the capital city of Naypyitaw.

Although not yet officially open, the PRC is attracting the interest of MPs from many parties in the Hluttaw, or parliament.

Hodan Ahmed and her family were forced to flee Somalia in 1991. The civil war that drove them from their home would go on for two decades. Ahmed live abroad in India and then in Kenya, where she got her education and began her career, but her dream was to return to Somalia to give her children the chance to grow up where she could not.

In one episode of the Nigerian radio drama Dukan Karshe, a young man and woman decide to run for their local council to correct injustices, including government funds being diverted from schools and hospitals to line the pockets of local politicians. “It is time for us as women to take part fully in politics,” the woman says. “We are the mothers. We know what is good for our community.”
