The report, "Women and men in decision-making 2007," said the proportion of women members in parliaments in European countries is "still well below the so-called critical mass of 30 percent deemed necessary for women to exert meaningful influence on politics." According to the report, men outnumber women among ministers in national governments by around three to one. About 24 percent of them are women and 76 percent are men.

During the 2004-2009 EP legislature Malta and Cyprus were the only two out of 27 Member States without any women MEPs. Does this reflect a male-dominated Mediterranean mentality or will the trend be broken in the upcoming June elections? More than half of voters across Europe are female but women are still under-represented throughout the EU. After the first European Elections of 1979, 16.3 per cent of MEPs were women. This percentage rose to 26.1 per cent in 1994, 30.19 per cent in 1999 and 30.3 per cent in 2004.

Pressure is growing on European Union leaders to appoint a woman as the bloc's president or foreign affairs chief and break the male grip on its top jobs.EU leaders hope to decide who will fill the post at a summit in Brussels on Thursday but although several women are widely thought to be on the long list of candidates, none is seen as a frontrunner.Failure to name a women to a top job could undermine the EU's efforts to present itself as dynamic and modern and to win over sceptical Europeans who, opinion polls show, widely regard it as out of touch with their daily lives.

European Parliament MEPs demanded that gender mainstreaming must be implemented in the EU cohesion policy in a mini-hearing with external experts on Gender Mainstreaming in the EU Cohesion Policy organised by the Committee on Regional Development on Tuesday, 13 April 2011.

Constanze Krehl (S&D, DE) pointed to the tough struggle to get the gender aspect into the cohesion policy horizontally. "Unless we really make an effort and implement it we will not see any changes", she stressed, adding that in 2015 or 2016 the same debate would start over again.

The European Parliament on Wednesday (6 July) advised EU businesses to hire women in their executive boards by next year or face a mandatory quota of 40 percent modelled on the Norwegian experience.

Women should make up 30 percent of top management in the largest listed EU companies by 2015 and 40 percent by 2020, MEPs said in Strasbourg in a non-binding recommendation. If voluntary measures to increase female representation fail to work by next year, then the European Commission must table legislation to make it binding, they added.

Ewa Kopacz had become Poland’s first woman who has been elected as Speaker of the Sejm (Polish Parliament- lower house)

A candidate for the Civic Platform party led by Prime Minister Donald Tusk, Kopacz, a pediatrician, won 300 votes out of  the 453.
